the requirements. Article 2 only exempts online encyclopedias like Wikipedia or pure source-code development platforms. Anyone falling within the regulation&#8217;s scope must verify the age of new users under Article 29; existing accounts must be re-checked within six months after the law takes effect and may only be deactivated if age verification fails.<\/p>\n<h2>Protocol Conflict: ActivityPub and Restricted Accounts<\/h2>\n<p>The primary technical hurdle does not lie in the age verification process itself. Under Article 28, verification is intended to proceed without directly identifying the individual. The EU plans to implement open-source interfaces based on zero-knowledge proofs\u2014cryptographic methods that verify a minimum age without revealing names or dates of birth.<\/p>\n<p>Problems arise with the operational conduct rules post-registration. Article 6 prohibits accounts for children under 13 and mandates restricted accounts for 13- and 14-year-olds, complete with parental consent and a maximum daily usage time of one hour. Here, the requirements clash directly with the decentralized ActivityPub protocol: published posts are, by default, publicly accessible across the protocol. In technical terms, accounts lacking age verification would effectively no longer be allowed to use this status seamlessly.<\/p>\n<h2>Limits of Control in a Federated Network<\/h2>\n<p>In centralized networks, a single platform operator enforces all rules across its own servers. In the Fediverse, by contrast, independent servers exchange data with one another. Once a server forwards a user&#8217;s post to another instance, the originating server loses control over how that third-party software displays or redistributes the content. The proposed law, however, assumes that platforms can consistently control downstream usage.<\/p>\n<p>Safeguards hit technical boundaries in other ways as well: while a Mastodon server could close itself off from the wider network, doing so creates substantial side effects or turns the instance into an isolated data silo. Furthermore, preventing screenshots and downloads across the network remains technically impractical.<\/p>\n<h2>Outlook for Operators and Users<\/h2>\n<p>Legislative proposal 2026\/0286(COD) does not spell an immediate demise for the Fediverse. The text is currently navigating the legislative process and remains subject to revisions by the European Parliament and the Council. Nonetheless, operators of European instances must prepare to integrate age verification systems in the future and strictly limit the visibility of unverified accounts.
